1. Eligibility. Subject to the additional restrictions below,
the 2011 Beautiful Baby Contest is open to U.S. residents who
are 18 years or older at the time of entry. Employees of the
News Herald’s Newspapers in Education program, the
News Herald’s, Freedom Communications and each of
their respective affiliated companies, advertising and promotional
agencies, and the immediate family members of, and any persons
domiciled with, any such employees, are not eligible to enter or to
win.
2. Fees. A $1 fee will be assessed per vote. Blocks of votes will be available at
discounted prices. Proceeds benefit the Newspapers in
Education program.
3. Categories. The contest shall consist of 4 categories:
children ages newborn-6 months old, children ages 7-12 months old, children ages 13-24 months old and children ages 25-36 months.
4. Contest Period. Photo submissions will begin May 2nd at 8 a.m. (C.S.T)
and ends May 23rd at 12 p.m. (C.S.T) Voting: Round 1 starts 4 p.m. May 23rd and ends May 30th at noon. Round 2 starts May 30th at 4 p.m. and ends June 6th at noon. Final Round start June 6th at 4 p.m. and ends June 13th at noon. Winners will be announced in a special section on Sunday, June 26th in the News Herald.
5. Entry Proviso. Photographs must be submitted by the parents
or guardians entrant. No third-party entries will be
accepted.
6. How to Enter Hardcopy Photographs: Beginning at 8 a.m.
(C.S.T) on May 2, 2011 and ending at 12:00 p.m. (C.S.T.) on May 23, 2011.
Enter by submitting a photo (within two months) of
your child with all required information and a completed entry form.
Entrants are not required to live in Northwest Florida but
winners must pick up prizes in person, and show personal ID. Prizes
cannot be shipped or transferred to a third party. The
News Herald’s Newspapers in Education program reserves
the right to verify proof of age. Only one photo per person per
entry. Hardcopy photos must be at least 3 inches on one side and no
more than 10 inches, and include person’s name, child’s
address, e-mail address and telephone numbers on a label on the back
of the photo. Poor quality photos will not be accepted. All photos
become the property of the News Herald and will not
be returned. Copyrighted photos will not be accepted. The submission
of an official Registration/Contest Entry Form constitutes the
person’s consent to the publication of their name and photo in
any media for any commercial or promotional purpose, without
limitation, or further compensation.
How to Enter Digital Photographs: Beginning at 8 a.m. (C.S.T)
on May 2, 2011, and ending at 12 p.m. (C.S.T.) on May 23, 2011
Enter by uploading a recent photo (within two months) of your child with all

Entry Form constitutes the person’s consent to the publication
of their name and photo in any media for any commercial or
promotional purpose, without limitation, or further compensation.
Enter online by visiting the Beautiful Baby Contest
official registration page on the News Herald’s Web
site (www.newsherald.com) and completing all of the required
information and following all posted instructions. Your computer must
accept cookies, or any successor or similar technology, which may be
used for the purpose of entry tracking. Complete the entry form,
upload a photo and any other required fields and then submit your
entry. Online submissions must be received by 12 p.m. (C.S.T.) May 23, 2011. By entering, you agree to the terms of these Official Rules.
Mail or In-Person Entry. To enter by mail or in-person,
complete an Official Entry Form printed periodically in The News Herald’s, as space allows, during the Contest Period and at The News Herald office located at 501 W. 11th Street Panama City, FL 32402. The entry form with the photo
can be mailed or delivered to Beautiful Baby Contest, c/o
The News Herald, P.O. Box 1940 Panama City, FL 32402, or dropped off in the lobby of The News Herald, Monday-Friday between 9 a.m. and 5 p.m. (C.S.T.) All mailed
entries must be received on or before 10 a.m. May 23, 2011. Entries
that are mailed or received after that date cannot be used. Entries
received by mail on May 22nd may not immediately appear in the online
photo gallery due to scanning times. In-person entries must be
received by 10 a.m. (C.S.T.) May 22, 2011. Photocopies of the entry
form are permitted. Only one picture per entry per stamped envelope
will be accepted. News Herald will not be responsible for incomplete, lost, late, postage-due, misdirected or illegible, whether originating with sender or News Herald. All entries and pictures become property of the News Herald and none will be returned. Any questions regarding
the number of entries or votes submitted or the owner of an ISP
account shall be determined by News Herald in its
sole discretion, and News Herald reserves the
right to disqualify any entries or votes by persons determined to be
tampering with or abusing any aspect of the contest. In the
event of a dispute, all online entries and/or votes will be deemed to
have been submitted by the owner of the ISP account from which they
were sent. For these purposes, an ISP account holder shall mean the
natural person assigned to such ISP account by the Internet access
provider, online service provider or other organization responsible
for assigning ISP addresses for the domain associated with such ISP
account. Standards and Proprietaries: The News Herald
will exercise its right to decline photographs at its discretion.
Voting Procedures and Rules. Voting in Round 1 begins at 4 p.m.
(C.S.T) on May 23 and ends at 12 p.m. (C.S.T) on May 30th.
The field will be narrowed from all entrants to the 50 receiving the most votes in each category.
Voting in Round 2 begins at 4 p.m. (C.S.T) on May 30th, and ends
at 12 p.m. (C.S.T) on June 6th. The field will be narrowed from all entrants to the 25 receiving the most votes in each category. Voting in Final Round begins at 4 p.m. (C.S.T) on June 6th, and ends at 12 p.m. (C.S.T) on June 13th (the “Voting Period”).
The top vote-getter in each category will be declared the winner; the
next-closest finishers will be declared the runners-up.
You can vote for your most beautiful baby photo online at
newsherald.com. Votes cost $1 apiece in all rounds
with funds going to the News Herald’s Newspapers in
Education program. For people who do not have
computers, votes can be made by paying in person at the News Herald
office. Votes received in person may not immediately be entered
into the contest due to processing time requirements. Votes
after each round will be zeroed out, each round will begin anew. If no entrants are eliminated from a round, votes received by each entrant will carry on to the next round. Your
computer must accept cookies, or any successor or similar technology,
which may be used for the purpose of entry tracking. Ad blocking
software on your computer needs to be disabled so that it doesn’t
interfere with processing your entry. News Herald
will not be responsible for failure to receive votes due to
transmission failures or technical failures of any kind, including,
without limitation, malfunctioning of any network, hardware or
software, whether originating with sender or News Herald. In the event of a dispute, all online entries will be deemed to have been submitted by the owner of the ISP account from which they were sent. For these purposes, an ISP account holder shall mean the
natural person assigned to such ISP account by the Internet access
provider, online service provider or other organization responsible
for assigning ISP addresses for the domain associated with such ISP

owner of an ISP account shall be determined by News Herald in its sole discretion, and News Herald reserves the right to disqualify any votes by persons determined
to be tampering with or abusing any aspect of the Voting Process
7. Winner Selection. Each age group category will have One (1) First Place Winner, one second-place winner and one third place winner. All winners will be determined by total votes only. The First Place Winner will be the entrant with the most votes, the second place winner will be determined by the second most number of votes and the third place winner will be determined by the third most number of votes . In the event of a tie, News Herald will randomly pick the winners from the tied entries.
8. Prizes.First Place: Four, First Place winners will receive a
$250 prize package, photo session and free 8x10 photograph
Second Place: Four, Second Place winners will receive a
$100 prize package, photo session and free 8x10 photograph
Third Place: Four, Third Place winners will receive a $75 prize package, photo session and free 8x10 photograph.
Other prizes may be added at the discretion of the News Herald and its News Herald’s Newspapers in Education program.
9. Winner Notification and Acceptance. Winners will be
notified on or about June 15 th at the telephone number provided
on winner’s entry form. Each winner will win a photo session and in order to qualify as a winner you must be able to make the photo session between the dates of June 21-23, times TBA, but there will be a morning session and evening session. A photo from the photo session will be featured in the special edition wrapper announcing winners of the contest. News Herald will call during regular business hours at the phone number provided on the
entry form and will leave no messages. Failure to reach winner
by phone may result in disqualification of winner, forfeiture of
their interest in all prizes, and selection of a substitute winner
from among all remaining eligible entries. To claim a prize,
the winners must visit The News Herald office at 501 W. 11th Street Panama City, FL 32402, during the period of June 15th - June 27th to pick up their prizes. A valid photo identification of
the entrant will be required. Prizes are non-assignable and
nontransferable. No substitutions allowed by winner. Prizes and
individual components of prize packages are subject to availability
and News Herald reserves the right to substitute
prizes of equal or greater value. Winners are solely responsible for
reporting and payment of any taxes on prizes. Winners may be required
to complete an affidavit of eligibility/liability and publicity
release (except where prohibited by law) which must be returned
within the time designated by the News Herald’s
Newspapers in Education program. Failure to sign and return the
affidavit or release or to comply with any term or condition of these
Official Rules may result in a winner’s disqualification, the
forfeiture of their interest in the prize, and the award of the prize
to a substitute winner. Except where prohibited, acceptance of any
prize constitutes winner’s consent to the publication of their
name, biographical information and likeness in any media for any
commercial or promotional purpose, without limitation the Internet,
or further compensation. Prizes not won and claimed by eligible
winners in accordance with these Official Rules will not be awarded
and will remain the property of News Herald.
10. Participation. By participating, entrants and voters agree
to be bound by these Official Rules and the decisions of News Herald. News Herald reserves the right to disqualify persons found tampering with or otherwise abusing any
aspect of this Contest as solely determined by News Herald. In the event the Contest is compromised by a virus, non-authorized human intervention, tampering, mechanical failure or
other causes beyond the reasonable control of News Herald which corrupts or impairs the administration, security, fairness or proper operation of the Contest, News Herald
reserves the right in its sole discretion to suspend, modify or
terminate the Contest. Should the Contest be terminated prior to the
stated expiration date, News Herald reserves the
right to determine winner based on the entries received before the
termination date.
11. Construction. The invalidity or unenforceability of any
provision of these rules shall not affect the validity or
enforceability of any other provision. In the event that any such
provision is determined to be invalid or otherwise unenforceable,
these rules shall be construed in accordance with their terms as if
the invalid or unenforceable provision was not contained therein.
12. News Herald. 2011 Beautiful Baby Contest is a News Herald Newspapers in Education program. All donations will go to the News Herald Newspapers in Education program, an educational outreach effort designed to promote literacy. The decisions of News Herald regarding the selection of winners and all other aspects of the Contest shall be final and binding in all respects. News Herald will not be responsible for typographical, printing or other inadvertent errors in these Official Rules or in other materials relating to the Sweepstake.
